Amigos, ahora pueden bajar y sacar algunas fotos...

As promised: We did the flamingo thing! 3 days of jeep trip through the bizzar landscapes of northeastern Bolivia. Volcans, montains, geysiers, desert in ochre and grey, so many sceneries that you can´t devide anymore if you just saw a red, blue or green lagoon. Obligatory fotos from the salares got lost with Jasper´s camera, so I am sorry to say that the pics with your beautiful socks, Mareike, which keeps me warm in all continents, got lost. As did the pics with me wondering wether Moni and Marcus already became parents and the special greetings with besos al subsuelo! Okay, now they are lost in some uphill village and we hope that some villager could improve its income with it. And you know I was especially thinking of you.



Mass tourism definitly left its stamp on the region and the trip. Since 3 days we are only "amigos" for everybody and I am worried that it will continue like this till the Carribean. On the other hand, even the most exiting part therefore lost its danger. Due to the road blocades which the Bolivians definitly learned from Argentina (driver said he never experienced that before in his carreer), we had to do varios detours, in the last we ended up somewhere really in the middle of nowwhere, this time being part of the lanscape and not only at the side on the street.




The protest was caused by trouble around the japanese mining coorperation which has a grip on the area. Some protesters think they do not pay enough taxes, some say official figures of gainings are manipulated, others were on the street because the province does not transfer this tax money to the villages in the region. Shaken by mining, an old story for Bolivia that we are going to explore more in our next destination: Potosí. Ill write from there!

3700 meters above see level

Why are we doing all that travel thing? It was 28 hours in the bus, a crossed boarder (to Bolivia), a train which left in front of our noses, a night in Villazon, another 10 hours drive through Bolivian no man´s land, headaches from the thin air and a wedding celebration the whole night through below our sleeping room. People say that the flamingos, salt lakes, hot springs and volcans around Uyuni a worth the effort. Tomorrow we will know it, when we start our 3 day trip through the landscape.

But actually, I do not believe it. And it won´t matter. I am already content by all I saw in the last two days. The Bolivian highland, the women in their traditional clothing, the street sellers who have it all, the pink toilet paper and the design of Huari beer. And the lonely landscapes which did not seem to have an end. Due to slow internet connection, images will have to wait and then we might already show you flamingos!

Recovering in Buenos Aires


the face of Jasper returnes to normal state, you can recognize form and colour again. Therefore, trip is planned to start tomorrow. Meanwhile we enjoyed that there was the Bafici - the international festival of independent cinema -going on in Buenos Aires. We saw "Petition", incredible documentary about people claiming the chinese government or justice. Beside the fact that none of the people shown ever found some justice, movie ended with the destruction of the petitioners shanty village for the new south peking railway station as preparation for the olimpics. Hurray!



Aditionally, Jasper had the chance to get to know Buenos Aires with rain, since wednesday it was rainig almost without interruption. Street sellers immediatly change business from sunglasses to umbrellas. In Buenos Aires, autumn definitly started, at night we have some nasty 12 degrees. And: Now day without a visit in a cafe. We dropped dulce di leche torta but were in for cheesecake and black forrest. Welcome home!

Every jorney starts with the first step...

Latin America, here we come! A couple of days to prepare in Buenos Aires and get ideas for the route to take, not without a visit in the legendary Amerika with the whole crew. Jasper´s swollen tonsils even strengthened us in packing survival medicine: obligatory diarrhea pills for Bolivian Andean kitchen, kort&krachtig Shaper Paste to give ours hair perfect style even in Amazon basin rafting tours, earplugs for the entertainment program in Peru's long distance buses, Adidas' “Pure Game” to maintain original Argentinian smell in the Carribean and Mycosten 1% against my dermatitis liquen which usually only indigenous people fight with. His beginning fever made the selection of 5 books of world literature even more crucial. Finally entered Puig´s Kiss Of A Spider woman, Klein's Shoque Doctrine, Márquez' 100 Years of Loneliness, König's Short (755 pages) History of Latin Amerika and Thakara's In the Bubble. Wild mixture of english, spanish, german and dutch.

Only when red spots appeared all over Jasper's body, we were taking into consideration to change our first destination. Finally, first trip did not lead us to Potosí, Machu Pichu, Cartagena or Quito but just two blocks away to beautiful Clinica Santa Isabela with its almost tropical climate, music in the air and football on the screen, good looking doctors and free drinks in the reception zone. Result: A scarlet fever infection. Clearly proven by the strawberry red tongue (left, white layers just are about to fall off). Now he is laying on the bed and breathing into a wet towel. If we survive that, rest of the trip won't do us no harm. Wednesday might be the next try. Meanwhile, we already had time to use our perfect travel backgammon when electricity broke down during the afternoon. Gee, Buenos Aires is really savage.

Fabi, Paki friend and adviser in how to lift left wing chicks, great fellow of microwave stories, caring for the outer world, Mbya, Qom, transvestites, Paraguayans and African evangelicals amongst others fall into his portfolio.

Valle, proud and relaxed mother since 8 months, keeping order in our breathless everyday life, organizing impossibleschedules, protocols, opinions and with all that caring for the sustainability of the IERP, although doubting about it every 2 weeks. And: always having a good argument in favor of the OGA when I was close to nerve collapse.

Nicky, boss of the basement, following Jorge and maintaining the difference between diaconical work and construction investments, giving spirit to Northern visitors of all kind, recently discovered astro-physician in his spare time, but since a year without time to look into the stars if they are not called PCAEP, Charata or Hora de Obrar.

And finally Ricardo, my successor and right man on the right point, already caring for the homeless and maltreated (whether its volunteers or institutions), exDürener, exHohenauer, and exCEABAer, I wish you all the best and a lot of inspiration for the new task!

Marike, the volunteer colaborating with us, enjoyed her well-deserved holiday last and therefore can't be find on the pics but nevertheless should be mentioned here and presented at another time, facebook goddess and brain of the public relation section of our area.

In Gedenken an die Opfer der Diktatur - dia de la memoria 2010


Am 24. März gedenkt Argentinien dem Militärputsch von 1976. In der darauf folgenden 7jährigen Diktatur sind 30.000 Menschen verschwunden, verschleppt und ermordet von den Militärjuntas. Anlass fuer eine der wichtigsten Demos des Jahres, zu der alle Menschenrechtsgruppen und andere Organisationen aufrufen und mobilisieren. Diese Jahr hatte ich endlich die Chance, selber in Buenos Aires dabei zu sein. Es hat mich stark bewegt. Viele Menschen, die mit Suchanzeigen, Fotos und weissen Herzen an ihre Angehörigen erinnert haben. Murga, Sprechchöre und Transparente, ein lauter Protest, einer der aufmerksam machen wollte und der aufforderte, die Aufgaben von heute nicht zu vergessen. Die Prozesse zu führen, den vor 3 Jahren verschwundenen Julio Lopez zu finden, das Schweigen der Militärs zu brechen.

Gleichzeitig war die Demo Instrument des politschen Lagerkampfs. Der Plaza de Mayo war in der festen Hand der Kirchner Peronisten und Hede de Bonafini - die umstrittene Praesidentin der Madres vom Plaza de Mayo - hielt eine glühende Rede zur Unterstützung der Politik von Cristina. Am Rande zogen die anderen linken Gruppen vorbei, die Sozialisten, Anarchisten, Grünen, Kommunisten, unabhängige Gewerkschaften... Je weiter entfernt von der Plaza umso weiter entfernt von der Regierungspolitik. Irgendwo verloren im Lagerkampf auch das Menschenrechtsforum meiner Kirche, das MEDH. Eine Realität im Argentinien, das ich kennenlerne. Keine Erinnerung ohne Bezug zur heutigen Politik, ohne den völlig offensichtlichen Kampf um unterschiedliche politische Modelle und knallharte Machtinteressen.


















Dennoch: Das grosse Zeichen der Erinnerung, die massenweise Aufforderung zur Aufarbeitung sucht seinesgleichen. Und ist noch immer nötig. Gerade 28 Jahre nach dem Ende der Dikatur ist die gesellschaftliche Diskussion noch lange nicht abgeschlossen. Das Vor und Zurück in den Prozessen gegen die Verantwortlichen für den Terror des Regimes mag ein Beispiel sein. Von den 640 zur Zeit Angeklagten sind grade 90 verurteilt, davon erst 2 rechtskräftig.

Einen Tag vor dem Gedenktag bin ich auf dem Weg nach La Tablada am ehemaligen geheimen Folterzentrum der Autowerkstatt "Olimpo" vorbeigefahren, das nur ein paar Strassen von meinem Zuhause entfernt liegt. Eines der grossen Wandgemälde, eine Homenaje an die Madres vom Plaza de Mazo, war mit grossen Buchstaben ueberpinselt worden: "Acá murieron asesinos - Hier starben Mörder". Unbekannte, die sich wie faschistische Gruppen Italiens bezeichnen, hatten ihre Lesart der Geschichte an die Wand geschrieben und in einer Verdrehung der Tatsachen die weissen Kopftücher der Madres mit Blutflecken beschmutzt. Keine Haltung die selten ist. Insbesondere in Gesprächen mit Argentiniern aus der Oberklasse hört man über die Opfer der Diktatur immer wieder: "Irgendwas werden sie schon gemacht haben".

Und der Norden? Am Gedenktag habe ich in der Zeitung gelesen, dass versucht wird gegen die Privatbanken zu prozessieren, die die Militärdiktatur mit grosszügigen Krediten finanziert und damit überhauot erst möglich gemacht haben. In der Zeit des Regimes sind die Auslandsschulden Argentiniens von 7 auf 32 Milliarden angestiegen, Ausgangspunkt für die Verschuldungskrise in den 90ern. Die Ankläger argumentieren, dass die Banken sehr gut wussten, was sie da unterstützten und die Beweislage lässt kaum einen anderen Schluss zu. Für mich ein Signal der Hoffung, dass auch die Menschen zur Verantwortung gezogen werden könnten, die das Regime an anderen Orten der Welt unterstützt und am argentinischen Genozid mitverdient haben.

Translating the text isnt worth it, you should imagine one of Cologne´s carnival songs mentioning that the object of worship is emotion, heard, live etc. and you are very close. Respecting the sexual orientation of the author of that blog, I chose for a song not mentioning the fagots of River or any other homophobic alusions (which means that there are almost none left) and avoiding lyrics containing the willingness to die for the team (this Friday the 249. victim of football-war in Argentina was shot in Rosario).

But of course I completely agree that Boca has to put more balls in the game to avoid the ridiculous position 18 which would even mean relegation in the next season. Since my colleague Fabi brought me to the famous „bomboñera“ with his 30 years of passion for Boca (in the pic you see him eating the traditional pre-match chori), the unique atmosphere in a stadium which with its impressive architecture allows you being part of the game and the city, I became something I always wanted to avoid: hincha of boca. Hope that I wont get in a street fight for it. And that my team wins tonight. Dale Dale Boo!!

Schule, Schulden, Stadtgeruilla - das Leben am La Plata geht weiter

Gestern kehrte der Alltag zurück in den Cono Sur. Die Schule beginnt und plötzlich ist es wieder voll in Capital. Auf der Panamericana stauts, der 113er ist überfüllt, der Chino bleibt mittags auf. Nach 2 Monaten Ferien kehrt der Alltag an den La Plata zurück. Und auch die Politiker sind zurück. Auf beiden Seiten vom Río begann das politische Leben mit einem Paukenschlag, wenn auch ganz unterschiedlicher Natur.

In Montevideo wurde ausgiebig gefeiert. Pepe Mujica, der in den 70er Jahren der Stadtguerilla angehört und gegen die uruguayische Diktatur gekämpft hatte, hatte es im November geschafft, mit 52% der Stimmen im zweiten Wahlgang zum Präsident Urugays gewählt zu werden (siehe 20.09.09). Seine Frau und ehemalige Mit-Guerillera Lucía Topolansky nahm ihm als Parlamentspräsidentin den Amtseid ab. Zwei Ex-Terroristen als Hauptpersonen im Staatsakt. In seiner Rede überraschte Mujica durch ein ungewöhnliches Versprechen. Anstatt der üblichen politischen Kehrtwende, die ihm die notwendige Profilierung geben und seinen Getreuen ein Stück vom Kuchen politischer Macht sichern würde, will Pepe „mehr vom Gleichen“ für die nächsten 5 Jahre. Hillary Clinton, die zum Gratulieren vorbei kam, sprach sogleich bewundernd von Uruguay als Vorbild für politische Stabilität in der Region. Und auf den Strassen wurde getanzt und gesungen.

Ganz anders die Stimmung westlich vom Río. In Argentinien erwartete man mit Spannung, wie sich die Präsidentin zur Parlamentseröffnung zu DEM politischen Thema der letzten Wochen äußern würde. Die Sommerpause hier wurde beherrscht vom Streit um einen Präsidialerlass, der Gelder aus der Reserve der Zentralbank für die Abzahlung von in 2010 fälligen Staatsschulden in Höhe von 6 Milliarden US$ bestimmte. Die Opposition sah in dem „notwendigen und dringenden“ Erlass einen Angriff auf die Demokratie, weil er die parlamentarische Kontrolle umging. In der Tat: Eine Woche nach Ferienbeginn erschien ein solcher Erlass weder „dringend“ noch „notwendig“. Das Schauspiel begann: Der Zentralbankchef Redrado weigerte sich, die Zahlung vorzunehmen, eine Richterin erklärte den Präsidialerlass für ungültig, argentinische Staatskonten in den USA wurden eingefroren. Der Zentralbankchef wurde entlassen, weigerte sich aber zu gehen, der Aufsichtsrat unterstützte die Zahlung aus der Reserve, Polizisten verwehrten dem obersten Banker Zugang zu seinem Büro und zu guter letzt zog Redrado doch den Hut. Das weitere Vorgehen wurde auf die Zeit nach der Parlamentspause verlegt.

Gestern dann ein neues Kapitel im Spektakel. Cristina Kirchner teilte am Ende ihrer Rede mit, dass man zwar den alten Erlass nicht mehr vollstrecken werde, dass sie aber in der Nacht zwei neue – ebenfalls „dringende und notwendige“- Erlasse unterzeichnet habe, die den gleichen Inhalt hätten und die im Moment der Rede vollstreckt würden. Die Überweisung von der Zentralbank in den Staatshaushalt sei bereits unterwegs. Juristische oder politische Kontrolle und Anfechtung unmöglich. Empörung aller Orten.

Weiterer Streit ist vorprogrammiert. Die Oposition, die seit gestern die Mehrheit im neu zusammen gesetzten Parlament stellt, plant Sondersitzungen, Rücknahme-Beschlüsse, juristische Anfechtung, Untersuchungsausschuss gegen die Bank, strafrechtliche Verfolgung der Präsidentin. Von politischer Stabilität kann keine Rede sein. Nur Hillary, die am gleichen Tag auch in Buenos Aires vorbei kam, lobte die Anstrengungen Argentiniens, seine Schulden zu zahlen.

Staatsschulden, das alte Thema Argentiniens. Einst eines der verschuldetsten Länder der Erde und wesentliche Ursache für die Wirtschaftskrise und den Staatsbankrott in 2001. Nach Neuverhandlung bleiben heute nur noch 140 Milliarden Dollar an Schulden übrig. Achja: plus etwa 70 Milliarden Zinsen. Darunter viele Milliarden, die zur Zeit der Militärdiktatur angehäuft wurden, um den Waffeneinkauf und die Infrastrukturprojekte des Regimes zu finanzieren. Deutsche Unternehmen verdienten damals gut mit. Ein paar Milliarden hat der Staat in den 80ern auch direkt von Firmen übernommen (darunter so arme wie Mercedes-Benz), um den Übergang zur Demokratie abzusichern. Seit Jahren fordern Kritiker, darunter auch die Kirche am La Plata, dass die argentinischen Staatsschulden auf ihre Rechtmässigkeit untersucht werden sollen. In der jetzigen Diskussion spielen diese Argumente keine Rolle. Es wird darum gestritten, wie die Schulden gezahlt werden sollen, keinesfalls aber ob.

Für die Finanzmärkte war die Ankündigung von Cristina ein Grund zum Feiern. Argentiniens Schuldscheine stiegen um 4% und die Risikobewertung des Landes verbesserte sich schlagartig. Ich muss daran denken, wie der deutsche Vizebotschafter im letzten Jahr vor Freude fast ausflippte, als die Präsidentin die Rückzahlung der Schulden an den Pariser Club bekannt gab. Mit dem gestrigen Schachzug dürfte tatsächlich erstmals seit 2001 wieder Geld an die Industriestaaten fließen. Deutschland profitiert, es ist der größte staatliche Gläubiger Argentiniens. Dass das Land darüber in die politische Krise gerät, dürfte die Laune des Botschafters nicht weiter beeinflussen. Er wies schon damals die Kritik an der Schuldenzahlung mit dem etwas dünnen Argument (?) zurück, dass es sich bei der Kirchner-Regierung ja weitbekannt um eine linke und keinesfalls um eine neoliberale handele, es sei also nichts zu befürchten.

Und warum braucht man die Überweisung so dringend? Ganz einfach: Um neue Schulden aufzunehmen. Nur so, ist die politische Überlegung, wird Argentinien die Weltfinanzkrise ohne gesellschaftliche Auseinandersetzung überstehen. Der Börse wird´s gefallen.

Going towards Germany


Not yet a boygroup although drad good musicians, is the conection of this four boys their common destiny in the next 12 months. Daniel, Lautaro, Rodrigo and Matías are going to be the first Argentinian volunteers that we will oficially send to Germany. Finally and thanks to the compromise of the congregracions in Versmold, Gelsenkirchen and Blaubeuren and the churches of Westfalia, Baden and Württemberg, the program gets indeed an interchange character. Therefore, the last week we did rehearsals: How to greet with a handshake, how to stand puntual trains and rough tones, how to flirt with the Germans and how to pronounce Bad Krotzingen. If the German immigration office allows, real life starts on the 13th of march.

PS Although we were in the first moment very anxious since there was no connections to the family of Marcia who lives close to the epicenter, all her relatives seem to be well and also no other friend seems to be badly effected by the earthquake in Chile.

Ciudad inundada

Während bei euch der Winter nicht aufhören will, haben wir mit Wetterproblemen ganz anderer Art zu kämpfen. In der letzten Woche ist Capital mehrmals von heftigen Regenstürzen heimgesucht worden, gestern ist die Stadt zum dritten Mal überflutet. Der wichtigste Kanal der Stadt, der einmal durch das Zentrum hindurchläuft, wird zur Zeit renoviert und erweitert. Die derzeitigen Wassermassen kann er nicht fassen und von Nord nach Süd zu passieren, wurde unmöglich.
Ich saß 3 Stunden im Buero fest, bevor sich der Strassenverkehr wieder einigermassen normalisiert hatte. Im ersten Bild seht ihr die Strassenecke in Belgrano, an der ich arbeite. Die Nobelviertel (auch das coole Palermo viejo, drittes Bild) waren genauso betroffen wie die Viertel des Mittelstands. Vom armen Grossraum gibt es wie immer kein einziges Bild in den Medien. Für die nächsten Tage erwartet die Stadt weitere Regenfälle. Ich habe mir schonmal meine Badehose angezogen.

Klimawandel selbst gemacht

Okay, 3 Monate nicht geschrieben, was soll´s, jetzt gibt es einen Neustart nach 6 Wochen Deutschland und Europa. Gestern Morgen Abflug in Frankfurt, minus 5 Grad und Schnee, dennoch keine Probleme mit dem Flugzeug, dank 900 Litern Frostschutzmittel, die über das Flugzeug gespritzt wurden und auch an meinem Fenster eine unheimliche rosa Spur hinterließen. Dank der zahlreichen Verspätungen anderer Flüge war es das leerste Flugzeug meines Lebens, auf 8 Passagiere kam eine Stewardess, dementsprechend luxuriös war der Service. In meinem Kühlschrank stapeln sich jetzt Lufthansa-Schokoladen.

Ankunft in Buenos Aires, plus 30 Grad und schwüle Hitze nachts um 23.00 Uhr. Ein Stromausfall im Viertel zollte Tribut an die zahlreichen Klimaanlagen und ich vergnügte mich im Dunkeln mit meinen neuen Mitbewohnern, den Kakerlaken. Ansonsten war das ISEDET so leer, wie es das nur im Sommer ist. Schön ist es, wieder da zu sein, es ist als ob ich grade mal zwei Stationen mit dem Bus gefahren bin. Mein Haus, meine Straße, mein Bett, otra vez todo en castellano, der Käsepreis und die Zeitung haben sich in der Zwischenzeit um 20% verteuert und das Gras im Innenhof steht so hoch wie nie. Jetzt ergießt sich ein ausgiebiger Regen, der die Schwüle kurzzeitig unterbricht. Heute abend dann ein gepflegter Gancia mit Freunden und ich hoffe, dass ich mich noch an die Grammatik erinnere!

Adios negra!



En memory of „la negra“ (the black, how the argentinian call Mercedes Sosa) who died last sunday. The Tucuman born argentina, called voice of latinamerica, devoted to an original and own latinamerican culture of folk music, fighting all her life for human rights and democracy, exiled during the dictaturship, with her uncomparabel voice, singing „todo cambia“- everything changes: „and how everything changes in this world, it´s not surpising that I am changing, too“.

Micky Vainilla für Deutschland

Es tut mir Leid. Wirklich Leid für euch im schwarzgelben Deutschland zu leben. Wegen kurzem Schockkoma (FDP 15% nach der Finanzkrise - das kann man hier niemandem erklären) und anschliessender 2wöchiger Reise in die Nordprojekte, konnte ich vorher leider keinen Trost spenden. Mit Micky Vainilla alias Peter Capusotto auf Kachelagent gibt es endlich wieder etwas zu lachen in Deutschland. Der vielleicht wichtigste Komiker Argentiniens führt in Goebbels, die Goebbels suchen, Ignazio und Adolf zusammen, stellt uns den neuen GPSS vor, der uns so durch Buenos Aires lotst, dass wir vor antiästhetischen Anblicken geschützt werden und es fast so aussieht wie in Europa, schließlich sein neustes Video vorstellt „dann geh doch nach Salada“, dem großen Markt, auf dem täuschend echte Markenkleidung verkauft wird. Nicht verpassen dürft ihr wie sich Vainilla von uns verabschiedet „Einfach Pop. Ich mache nur Pop. Pop, zum Spaß haben. Pop. Mehr mache ich nicht. Tschau! Küsschen!“

Moments from the last weeks: Reformed Congregation Mar del Plata, Argentina

Already the fourth visit to one of the friendliest congregations which I have the opportunity to work with. Three volunteers work in the kindergarten and youth club of the church, but this time that was not the only reason to visit the parish. Sergio, the vicar who has worked about half a year for the congregation in Mar del Plata, had planned a special Sunday for his community. After the service he wanted to announce publicly his homosexuality to the members of the church, a step which so far the presbytery asked him not to undertake in order to give the members of the community the chance to get to know him personally before having to judge about his sexual orientation.

Nothing special? Not necessary? At this moment, neither inside the IERP nor in any other of the historical churches in Argentina exist a pastor who is openly gay and the same is true for the surrounding countries. Of course, that does not mean that there are no other gays or lesbians. But even persons who are more or less commonly known to be queer always have avoided to publicly comment or defend their sexuality. If Sergio would be ordinated next year as a pastor, he would be the first visible gay pastor in the protestant world of the cono sur chosen by his own church to serve as a pastor.

Growing up in a society formed by narrow catholic moral positions, his own story has not been free from difficulties. Sergio decided early to study theology, but his strong believe also took him to a 15 years long fight against his own homosexuality, trying with all kind of treatments which exist in this part of the world and “Cristian” environments to heal his gayness. Finally, already in the late 20ies, he accepted his orientation, left the catholic church and found a new spiritual home in the Lutheran believe. Nevertheless, not all problems stop. At first, Sergio was planned to serve as vicar in a congregation in Paraguay, an idea rejected by the district because of his homosexuality.

What was the reaction on his announcement in Mar del Plata? First, immediate applause by a big part of congregation members. Then, touching support by single members who stressed his qualities as pastor. Finally, quieter, also supporting but clearly more skeptical voices. All these declarations naturally did not lack statements like: “There are much worse thinks”, “Nobody is without sins”, “I do have bad sides as well”, which, in this context should be understood as support. Immediately after the church it became clear that real discussion will take place in other places and at other times. Or, as one of the presbyters told me: “Our work is just starting now.” Might be that the congregation will vote about the Sergio's permanence as vicar in the congregation in his next plenary assembly. Of course I will inform you about the result.

Momente aus den letzten Wochen: Mercedes, Uruguay

Auf Besuch in Jorges neuer Wirkungsstätte und beschäftigt mit der Frage, wie wir in Zukunft und auch in Kooperation mit der methodistischen Kirche in Uruguay Freiwilligeneinsätze anbieten können. Eine kleine Stadt im grossen Uruguay, 40.000 Einwohner, einheitlicher Stadtkern vom Beginn des 20. Jahrhunderts, geprägt durch einen funktionierenden, kleinen Mittelstand, gemütliche Mate-Stimmung.

An der Grenze des Städtchens liegen die Eisenbahnschienen, die einst Weizen, Fleisch und Menschen zum Hafen von Colonia gebracht haben und dann in der grossen Privatisierungswelle in den 90er Jahren stillgelegt wurden. Gerne würde man die Schienen jetzt wieder in Betrieb nehmen, um die Papierfabrik von Botnia (genau, die mit dem berühmten Streit zwischen Argentinien und Uruguay) mit Eukalyptos-Zellulose zu versorgen. Nicht ganz einfach, denn es gibt ein Problem. Rechts und links des Bahndamms, aufgereiht wie an einer Perlschnur, erstrecken sich Hütten aus Holzbalken, provisorisch von Plastikplanen bedeckt, Wohnraum für geschätzte 2000 Menschen, ein Elendsviertel, das sich in den letzten Jahren ausgebreitet hat. Kabel spannen sich von den Laternen der Schnellstrasse wild durch die Siedlung, es besteht kein Anschluss an das Wassernetz, Trinkwasser muss aus dem Brunnen geholt werden, gekackt in den Grünstreifen zwischen Hütte und Abhang.

Armut wie überall in den Slums vom Cono Sur. Das schockierende hier: Das ganze liegt am Rande einer Kleinstadt. Stellt euch vor, am Stadteingang von Kulmbach oder Kettwig breitet sich ein Elendsquartier aus, in dem 400 Familien ihr überleben versuchen. Man kann nicht wegsehen, viele der Bewohner von Mercedes überqueren den Bahndamm täglich. An der Situation der Siedlung hat das nichts geändert. Um die Eisenbahnschienen wieder in Betrieb zu nehmen, geht es jetzt darum, die Armen von hier weg zu bekommen. Aufgrund des wirtschaftlichen Interesses gibt es Geld, um sie in kleine Häuschen, die zusammengepfercht ein paar Kilometer entfernt liegen, umzusiedeln. Ob das klappt, darf man bezweifeln. Die Ursachen der Armut hat man durch das Umsiedeln auf jeden Fall nicht beseitigt.

Anfang Oktober sind Neuwahlen in Uruguay. Das linke Parteienbündnis Frente Amplio tritt mit seinem Präsidentschaftskandidaten „Pepe“ Mujica an, der in den 70er Jahre Mitglied der Guerilla Bewegung der Tupamaros war und während der Militärdiktatur 13 Jahre im Gefängnis saß. Die Frente hatte in der ersten linken Regierung in der Geschichte des Landes politische Konzepte zur Verminderung von Ungleichheit und Exklusion konkret umgesetzt. Genau das gefährdet jetzt die Wiederwahl des Bündnisses. Das zentrale Projekt sozialen Ausgleichs, die Einführung einer progressiven Einkommensteuer, geht der kleinen Mittelschicht und der (meinungs)mächtigen Oberschicht ans Portemonnaie. Die Idee klingt vertraut europäisch, oben mehr abkassieren, unten mehr ermöglichen. Dennoch: Kommt die Opposition ans Ruder, soll die Steuer wieder abgeschafft werden. Im Moment steht es 50:50.

With Mari and Vivi

There´s always time for a jump of joy (thanks Faautu)! And while the new volunteers get in touch with their first manifestation around the corner (against a municipal ley against manifestations), on plaza de mayo it´s time to thank two great women. Mari (right hand side), it´s great that you are here, doing the nurses job and answering 48 questions per hour, its fun to talk with you about the cultures and have somebody to share the mate. And Vivi (left hand side), you definitly backed my year, doing a lot of paperwork for me, creating the volunteers boletin, having the good mood when I was grumpy, convincing all men (and most of women, too) of the IERP world of the sense of the program, being pacient with my spanish and lots more. Que siguas con esta luz y fuerza! Dicker Abrazo!
